DENR-EMB Negros Island Region issued a cease-and-desist order against Bacolod Bulk Water Inc.'s Bacolod-Murcia Sum-Ag Water Treatment Plant and its Caliban River water intake facility in Murcia, Negros Occidental, after residents of Barangay Caliban petitioned against the project. The company expanded its Water Supply Injection 2 project from a permitted 100 cubic metres per day to an additional 300 cubic metres per day without an amended Environmental Compliance Certificate, and had no discharge permit or permit to operate for its pollution source equipment. Residents complained the water they were receiving was dark, smelly and contaminated and feared the river would be depleted; EMB imposed a P70,000 fine and ordered operations stopped until the amended ECC is approved.
