An adult dugong was found dead along the shoreline of Barangay Aras-Asan, Sebaste, Antique on the morning of 7 September 2026, and authorities examined the carcass and arranged its handling. A fisheries technologist said the cause of death cannot be established without a necropsy, which could show fishing-related injury, vessel strike, debris or disease. The day before, residents on Liwagao Island in Barangay Sibolo, Caluya, returned a stranded juvenile dugong to the sea at low tide; authorities said there was no indication the two incidents were related.

DENR-National Capital Region reported recovering 287,442 sacks of solid waste from Metro Manila's rivers, esteros and easements between January and June 2026, of which 228,396 sacks came from regular operations and 59,046 from emergency response. The Pasig River system accounted for 129,588 sacks, or about 45 percent of the total, with the Pasig River proper yielding 86,121 sacks, the San Juan River 43,467 and Estero de Paco 14,751. About 93 percent of the waste was taken directly from waterways and consisted mostly of non-biodegradable materials and floating water hyacinth.

A resident of Barangay Galicia 3, Mendez, Cavite found a Philippine pangolin roaming inside his house on Wednesday, 2 September 2026, and reported it to the municipal environment office. The animal was turned over to the DENR Biodiversity Management Bureau's Wildlife Resources Conservation Division, which found it had not been kept in captivity and requires a diet of termites and ants. The pangolin, listed as endangered under DENR Administrative Order 2019-09, is being transported to Palawan for rehabilitation before release to its natural habitat; the species is found only in Palawan.

On the morning of 1 September 2026 smoke from wildfires in Kalimantan, Indonesia, carried by the southwest monsoon, drove PM2.5 readings at 11 DENR-EMB stations in Metro Manila into the Acutely Unhealthy range, led by Parañaque at 296, Quezon City at 241, Las Piñas at 237 and Manila at 231. Navotas and Pateros registered Very Unhealthy and Makati was Unhealthy for Sensitive Groups. The EMB advised residents to limit prolonged outdoor activity and wear masks, and said conditions should gradually improve around 4-6 September if rain persists.

On 17 August 2026 the Philippine Reclamation Authority wrote to Public Works Secretary Vince Dizon ordering a stop to unauthorised reclamation along Laguna de Bay in Taguig, and on 20 August the DPWH issued cease and desist orders covering flood control, slope protection and multi-purpose projects along the Taguig lakeshore, acting on directives from the Office of the President. Dizon said the earth-filling had disrupted natural drainage channels and worsened monsoon flooding, and that unpermitted reclaimed areas are subject to forfeiture to the national government. Senator Panfilo Lacson said at least P3.713 billion in public funds had gone into projects on the reclaimed areas and identified four parcels with fraudulently issued titles. Dizon said no government-funded structures would be demolished.

A fish kill that began on a Thursday in late August 2026 hit about 34 fish cages covering 6.4 hectares of Laguna de Bay off Jala-jala, Rizal, killing tilapia, bighead carp, kanduli, bangus and fingerlings. The fisherfolk group Pamalakaya put the loss at more than 20,000 kilograms of tilapia and bighead carp worth an estimated P700,000, and operators said the lake water had turned rusty in colour before the fish died. The LLDA said Laguna de Bay was under a widespread algal bloom that heavy rain could worsen and that the incident needed thorough evaluation, while BFAR collected water and fish samples; authorities warned the public not to buy or eat the floating fish.

A whale shark (Rhincodon typus) about 16 feet long was found dead and stranded in the shallows at Purok 1, Barangay Bolisong, Kinoguitan, Misamis Oriental on a Saturday, after residents alerted authorities. DENR Region X through CENRO Gingoog City, the Philippine Coast Guard, BFAR and the Kinoguitan LGU inspected the carcass and noted a wound roughly seven inches deep near the head; the cause of death was not determined. BFAR advised immediate burial to prevent sanitation problems from decomposition on the beach.

A cover-collapse sinkhole was first reported at 4:45 a.m. on 20 August 2026 in Sitio Indilicio, Purok Libog 1, Barangay Guadalupe, Bogo City. MGB-7 assessed it on 22 and 23 August, measuring it at about 15 by 25 meters with an estimated cavity depth of around 15 meters, and found it had widened by roughly two meters with continuing rim collapses, rumbling sounds and groundwater flow; the nearest house was 18 meters from the rim. In a 24 August advisory the bureau classified the site a high-risk ground collapse area and recommended a 20-meter no-entry zone and a 50-meter controlled-access zone, with pre-emptive evacuation during heavy rain.

Following a July 2026 inspection, EMB-Negros Island Region issued a notice of violation dated 10 August 2026 against the Bacolod City government over its sanitary landfill in Barangay Felisa, citing the Philippine Clean Water Act (RA 9275) for water discharged from the landfill and PD 1586 for operating Cells 4 and 5 without an Environmental Compliance Certificate. The city says Cell 4 has operated since August 2024, before the leachate pond was finished in December 2024, and that its ECC application remains pending at EMB. City Administrator Mark Steven Mayo questioned why the notice named only the LGU and not contractor IPM Construction and Development Corporation, which the city says was responsible for securing the ECC.

The tugboat SL Sual 1, owned by SMC Shipping and Lighterage Corporation, ran aground near the mouth of the Bucao River in Botolan, Zambales on 14 August 2026 and sank on 24 August while being towed during an emergency salvage operation, settling about 200 metres from shore in roughly 24 metres of water with about 15,000 litres of diesel aboard. Ten salvage workers jumped overboard and were rescued. The Philippine Coast Guard positioned absorbent pads and oil spill response equipment, ran shoreline patrols along the Bucao River, and reported the fuel tanks intact with no oil sheen observed.

The trash trap at the entrance of the Redemptorist Water Channel in Parañaque broke during monsoon rains and high tides, letting debris from Manila Bay pile up in the narrow waterway. The MMDA hauled 748.87 metric tons of garbage and debris, about 203 truckloads, from the channel between 10 and 14 August 2026. The waste was trucked to landfills in San Mateo and Rodriguez, Rizal, and MMDA General Manager Nicolas Torre III said the major bulk of trash had been collected.

A joint operation at a Cebu City port on 11 August 2026 intercepted 16 boxes of assorted fish believed to have been caught with explosives; the shipment came from Isabela, Basilan. Samples showed positive signs of blast fishing. The Cebu City Bantay Dagat Commission worked with BFAR, the city Department of Veterinary Medicine and Fisheries, the Philippine Coast Guard and PNP Maritime Police, and the fish were turned over to the Maritime Police for documentation and case build-up under fisheries laws.

At about 7:20 p.m. on 9 August 2026, after relentless rains from the enhanced southwest monsoon, a slope collapsed at Sitio Riverside, Purok 2, Barangay Guisad Surong, Baguio City, destroying three houses; 10 people died and three survived, and 21 families of about 70 people were displaced. Search and retrieval ended at 2:50 a.m. on 11 August. The site is on MGB hazard maps as landslide-prone, and after clearing began on 18 August Mayor Benjamin Magalong moved to declare the area a no-build zone and to study slope stabilization with MGB and DPWH; another slide hit Purok 3 on 3 September, affecting one house and forcing six people to relocate.

Acting on intelligence that a motorised banca carrying undocumented timber had left Latuan, Basilan, Philippine Coast Guard personnel intercepted the vessel at about 8:30 p.m. on 4 August 2026 in Barangay Rio Hondo, Zamboanga City. About 2,000 board feet of lawaan lumber without DENR transport permits were seized and brought to Coast Guard Station Zamboanga, and the boat operator was taken in for profiling. The banca was left at its docking area because of hull damage.

On 17 July 2026 the Sangguniang Bayan of San Fernando passed Municipal Resolution No. 297 endorsing Altai Philippines Mining Corporation's proposed operations under its Mineral Production Sharing Agreement in Barangay España, Sibuyan Island, near Mt. Guiting-Guiting Natural Park. After protests, the council voted 4-2 on 3 August to withdraw the endorsement, citing procedural infirmities and deteriorating peace and order, and required broader consultations, environmental studies and natural capital accounting under RA 11995 before any reconsideration. Altai said it would pursue all legal and administrative remedies. MGB MIMAROPA Regional Director Felizardo Gacad Jr. said a cease and desist order issued in 2023 remains in effect, the company's exploration period expired in 2024 with an extension refused, and no mining activity has been detected.

A thick layer of grease, locally called sebo, was found floating on the Iloilo River along Diversion Road in the Mandurriao district of Iloilo City in late July 2026. The City Environment and Natural Resources Office issued an office order creating a Joint Inspection Team to make random inspections of establishments near the affected stretch, collected samples of the grease and sent them to a laboratory for analysis of chemicals and pollutants. CENRO head Engr. Niel Ravena said violators face fines of up to P50,000 and suspension or revocation of permits.

DENR Region 9, through CENRO Imelda, released 140 critically endangered hawksbill sea turtle hatchlings (Eretmochelys imbricata) on Pandilusan Island, Payao, Zamboanga Sibugay on 19 July 2026. The clutch had been laid on the island's beach and was translocated to a safer spot after high tide threatened the original nest. The municipal government of Payao, the island caretaker, the 106th Infantry Battalion and the Coast Guard Sub-Station in Payao took part in the release.

The Subic municipal government began dumping garbage in 2019-2020 on land inside the ancestral domain of the Ayta Ambala community in Barangay Naugsol, a move the tribe agreed to as a temporary measure during the pandemic. DENR found the site operating in violation of RA 9003 in 2022 and formally ordered its closure in November 2025, but mountains of garbage remained. On or about 15 July 2026 DENR Secretary Juan Miguel Cuna issued a cease-and-desist order against the operator after complaints from environmental and indigenous peoples' groups. The Subic LGU says it is gradually rehabilitating the site under a plan submitted to DENR, guards have been posted to stop further dumping, and a facility in Floridablanca, Pampanga is being considered as an alternative disposal site.

On 16 July 2026 DENR XI's CENRO Davao, with the PNP Maritime Group, raided a lumber outlet in Lower Tamugan, Barangay Tamugan, Marilog District that was selling forest products through Facebook Marketplace. Its lumber dealer registration had expired in 2024 and was never renewed despite notices. Officers confiscated 240 pieces of lumber and flitches totalling 2,198.66 board feet (72 falcata, 38 mahogany, 82 narra and 48 miscellaneous) appraised at P82,133.89, plus a bandsaw unit worth P50,000. Charges were prepared under PD 705, RA 460 and DENR Administrative Orders 2021-05 and 97-32.

On 9 July 2026 Manila Water Company Inc. flushed and disinfected the new pipes of its East Bay Transmission Mains Phase 2 project and discharged the water into Laguna de Bay at Binangonan, Rizal. The LLDA said the company emailed a request for approval to its Office of the General Manager at 4:32 p.m. that day but proceeded without waiting for evaluation or clearance. In the same week residents of Talim Island reported an algal bloom, first spotted on 8 July, and dead shrimp and goby washing ashore; Pamalakaya later described a July fish kill in Binangonan following the release of wastewater by the concessionaire.

Following alerts from the Basel Action Network and BAN Toxics about containers of suspected electronic waste shipped from the United States to the Subic Bay Freeport Zone, DENR-EMB, the Bureau of Customs and SBMA jointly inspected nine recycling locators on 1 July 2026 and convened an interagency meeting on 6 July. On 22 July the Bureau of Customs held three containers declared as scrap copper, which were tracked moving on the following day. On 5 September BAN issued a new Operation Can Opener alert identifying 184 more containers from the US expected to arrive by 30 September, urging authorities to intercept, inspect and detain them.

For Philippine Arbor Day on 25 June 2026, DENR 7 under Director Laudemir Salac mobilised 1,139 volunteers who planted 7,460 native and fruit-bearing seedlings on 5.72 hectares at six sites: Barangay Lusaran in Cebu City (1,500 seedlings), Santo Niño in Malabuyoc (2,000), Kangaibe on Bantayan Island (1,000), Nug-as in Alcoy (1,000), Punta Cruz in Maribojoc, Bohol (1,600) and Puerto San Pedro in Bien Unido, Bohol (360). Species included cinnamon, narra, molave, lauan, agoho and bungalon. The Cebu provincial government separately planted 4,200 fruit-bearing and mangrove seedlings in Tuburan, Talisay City, Naga City, Dalaguete and San Fernando from 24 to 27 June with about 280 volunteers. Nationally, the DENR reported 1,673,572 seedlings planted on 2,347.23 hectares that day and shifted to post-planting watering, maintenance and survival monitoring.

On 27 June 2026 police with the DENR Mines and Geosciences Bureau and the Monitoring and Information Assistance Center raided an illegal mining site in Barangay Bahi, Barobo, arresting three men aged 33, 34 and 45 from Tagbina who could not show mining permits. Police estimated the seized water pumps and backhoe at P5 million; a later report listed a Volvo backhoe, pumps, chainsaws, hoses and tools worth P7.1 million. The suspects face charges under the Philippine Mining Act of 1995. Barobo Mayor Ronnie Martizano said he was disgusted that the raid was mounted without coordinating with the municipality, which had allowed limited gold panning pending Minahang Bayan approval. Earlier, on 4 February, DENR Region XIII's enforcement division and 24 PNP Special Action Force personnel busted another site in Barangay Guinhalinan, arresting five people including two foreigners.

Tilapia raised in fish cages at Magat Dam began dying on 23 June 2026, with about 10 metric tons of tilapia lost in cages in Ramon and Cordon, Isabela, in the first days. BFAR attributed the deaths to low dissolved oxygen after El Niño-driven heat lowered the dam's water level, and on 6 July put total losses at P120 million: P100 million in Alfonso Lista, Ifugao and P20 million in Ramon, Isabela. Pamalakaya said more than 1,400 fisherfolk in Ramon alone were affected and asked BFAR for relief and livelihood support.

After the Binaliw landfill closure, Cebu City used Pond A of the South Road Properties as a temporary garbage transfer station even though DENR-EMB had rejected the request on 15 January 2026. EMB-7 inspectors found the site had become an open dumpsite with mixed waste and no permit, ECC or containment, and issued a notice of violation and cease-and-desist order on 7 June. The city, which generates about 700 tons of garbage a day, was given 60 to 90 days to clear the site and haul waste to the permitted Aloguinsan facility at about P6,000 per ton. SRP transfer operations ended on 26 July 2026 as collection shifted to barangay staging areas with night-time hauling by a private contractor.

On 12 June 2026, Bureau of Customs officers at Ninoy Aquino International Airport found 50 live Radiated and Indian Star tortoises, both CITES-listed species, concealed in the luggage of a Malaysian passenger arriving from Bangkok after x-ray screening flagged the bag. The tortoises were documented, inventoried and turned over to the DENR for custody. The passenger was held for inquest under Republic Act 9147 (Wildlife Resources Conservation and Protection Act) and the Customs Modernization and Tariff Act.

The cargo vessel LCT MSCI 1, carrying gravel from Ilocos Norte to Calayan, Cagayan, made an emergency beaching off Barangay La Virgen Milagrosa, Badoc on 8 June 2026 after listing in rough seas. An oil-and-water mixture spread along about 15 metres of coastline and oil residues were reported in Barangay Dadalaquiten Norte, Sinait, Ilocos Sur; the Philippine Coast Guard laid spill booms and absorbent pads with the BFP, PNP and Marine Battalion Landing Team-8. On 16 May BFAR raised a red tide alert for the whole bay after laboratory tests confirmed heavy blooms of Gymnodinium and Pleurosigma plankton, and shellfish from Tangub City, Misamis Occidental tested positive for paralytic shellfish toxin. New fish kills were reported in the coastal towns of Baroy and Tubod at the end of May; BFAR Northern Mindanao director Edward Yasay said fish cages in the area may have contributed and advised the public not to eat dead fish or swim in discoloured water.

Iloilo City launched Oplan Kontra Baha on 19 May 2026 with DOLE-6 and DPWH-6, deploying 70 TUPAD workers for a 31-day clean-up of the heavily silted and waste-clogged Jaro River from Hinactacan and Ticud in La Paz to Tabuc Suba in Jaro. A section of the garbage mound at the Davao City Sanitary Landfill in Barangay New Carmen collapsed on 20 May 2026 after heavy rains, killing two people, injuring two and leaving one missing; 123 homeowners and their dependents were evacuated. DENR-Davao suspended the landfill from 22 May, noting it received about 786 tons of waste a day and had been served a notice of violation on 19 March for operating without a discharge permit. After the city dumped uncollected garbage outside the DENR-XI office on 6 June, EMB condemned the act as unlawful. On 17 June DENR-11 ordered the permanent closure of the old landfill and a Safe Closure and Rehabilitation Plan within 30 days, and an interim cell at the adjacent new landfill was declared ready on 18 June.

A whale shark (butanding) was accidentally caught in a fishing net in Barangay Caroan, Gonzaga, Cagayan on 14 May 2026. Fishermen worked together to free it and led it back to deeper water with a motorboat; it appeared unharmed. It was the second whale shark rescue in Gonzaga in under a month, after residents returned a stranded whale shark to the sea at Batangan on 22 April.

On 4 May 2026 the DENR Mines and Geosciences Bureau Regional Office 3, under Regional Director Noel B. Lacadin, ordered Fortuna Mining Corporation to cease and desist from exploration in Barangay Cawag, Subic. The company was exploring under Exploration Permit No. EP-001-2026-III without proof of consultation and endorsement by the local Sanggunian and without a National Commission on Indigenous Peoples certification, both required before implementing its work program. The permit also covers Pundakit in San Antonio and Looc and Balaybay in Castillejos. Subic officials said the company agreed to remove all equipment from the site.

On 4 May 2026 Judge Dennis C. Larrobis of Regional Trial Court Branch 76 issued a 72-hour Temporary Environmental Protection Order directing Jomara Konstruckt Corporation and Jomara Agri Foods and Supply Corporation to stop all excavation and removal of soil, rocks, sand and gravel in Barangay Guindarohan, Minglanilla. The petition by 13 residents said families within 60 meters of the excavation zones were at grave risk of death from landslides; 18 families had already been evacuated in 2022. The Mines and Geosciences Bureau had documented ground cracks since December 2021 and inspectors found unsafe high-wall cuts as deep as 15 meters, with a summary hearing on extending the order set for 6 May.

Seventeen fishermen aboard the fishing boat Bea Vin 1 were apprehended for unauthorized entry into Jessie Beazley Reef, a protected coral cay of the Tubbataha Reefs Natural Park in the Sulu Sea. Liveaboard dive vessels RV Philippine Siren 2 and MY Resolute alerted authorities to the boat's presence. Tubbataha Management Office rangers, the Philippine Coast Guard, the Philippine Navy and the Cagayancillo local government carried out the apprehension, and the PCG transported the fishermen to Puerto Princesa City for investigation.

A sub-adult Risso's dolphin (Grampus griseus) was rescued off Barangay Masintoc, Paoay on 6 March 2026 after observers noted unstable buoyancy and difficulty breathing. Local authorities and volunteers cared for it, but the dolphin died on 7 March and the carcass was sent to the Mariano Marcos State University laboratory for necropsy. It was the third marine mammal stranding in Region I in 2026, after a dolphin died on 7 January in Alaminos City and another was found dead on 27 February in Santiago, Ilocos Sur; the Philippine Marine Mammal Stranding Network has linked hearing loss in stranded mammals to blast fishing along the Ilocos coast.

On the afternoon of 20 February 2026 about 420,000 cubic metres of waste eroded from the active tipping area of the Green Leap / ISWIMS sanitary landfill in Sitio Lukutan Munti, Barangay San Isidro, Rodriguez, burying three units of heavy equipment. One body was recovered and two people remained missing. DENR-EMB CALABARZON issued a cease-and-desist order on 24 February halting all operations in the six-hectare Phase 5 except retrieval, slope stabilisation and other remedial work, after inspectors found operational lapses and multiple breaches of the facility's Environmental Compliance Certificate.

Mines and Geosciences Bureau Director Michael Cabalda suspended the exploration permit of Woggle Corporation, a British-owned affiliate of FCF Minerals, in Dupax del Norte as a preventive measure to defuse tension after months of community opposition, barricades at Sitio Upper Tacbao in Barangay Bitnong, the burning of a Woggle wheel excavator in December 2025 and the arrest of at least seven protesters on court orders. Woggle said it received the order on 11 February 2026, questioned its legal and contractual basis, and noted that over 1,200 employees and contractors of its Runruno operations depend on continued exploration. Cabalda said lifting the suspension depends on the situation improving.

A dugong weighing an estimated 400 to 500 kilograms washed ashore dead in General Santos City on 7 February 2026, within the Sarangani Bay Protected Seascape. A necropsy found the internal organs normal, no foreign objects and no ingested material that could explain the death, but confirmed the animal was carrying a calf and may have been near delivery. The cause of death was left undetermined; the protected area office notes fewer than 200 dugongs are estimated to remain in Philippine waters.

On 20 January 2026 the DENR raided unauthorised mineral extraction inside the Village East II Residential Subdivision Project in Angono after surveillance showed mobile crushers running and aggregates being hauled to a dump site near the materials recovery facility along the Taytay-Angono Road in Barangay Kalayaan. Heavy machinery, trucks, mobile crushers and stockpiled aggregates worth about P133 million were seized. The Environmental Management Bureau Region IV-A issued a cease and desist order the same day, and an inquest case for theft of minerals under Section 103 of the Philippine Mining Act was filed before the Rizal Provincial Prosecutor. The Angono local government, which had ordered the site closed in 2014, backed the DENR action.

Acting on a resident's tip, police from the 1st Apayao Provincial Mobile Force Company and the Santa Marcela Municipal Police Station, with DENR-CENRO personnel, caught nine men loading tanguile flitches into a dump truck in Barangay Sipa on 2 February 2026. The lumber totalled 5,213.3 board feet with an estimated market value of P365,071. The suspects, seven from Pudtol, one from Kabugao and one from La Trinidad, Benguet, could not present transport permits and are held at the Santa Marcela police station for violation of Presidential Decree 705.

A landslide buried a small-scale gold mining site in Sitio Periko in the uplands of Surigao City on 29 January 2026, killing two miners and seriously injuring a third, all of Barangay Anomar. The three were manually digging soil and rock for sluice mining, locally called banlas, and police said the tunnel collapsed after several consecutive days of heavy rain; one report places the site in Barangay Anomar and another at Purok Tagbunuan, Barangay Mabini. The Bureau of Fire Protection, CDRRMO, PNP and Army responded, the city council took up regulations on illegal mining, and Surigao City police continued investigating, including the identity of any financiers.

A large section of the privately run Binaliw sanitary landfill collapsed past 4 p.m. on 8 January 2026, burying workers and structures; 36 people died and 18 were injured. MGB-7 traced the primary cause to oversaturation of the waste mass after weeks of rain, with waste piled about 35 metres high on steep slopes. DENR-7 issued a cease-and-desist order against operator Prime Integrated Waste Solutions, forcing Cebu City to haul its garbage 61 km to Aloguinsan. On 19-20 August 2026 the DENR lifted the order with conditions, including a cap of 500 metric tons of residual waste per day, CCTV, a buffer zone and continued slope stabilisation.

A containment lagoon at Universal Robina Corporation's Bais Distillery collapsed on 26 October 2025, releasing about 255,000 cubic metres of spent wash into North Bais Bay and the Tañon Strait Protected Seascape, discolouring seawater and killing fish across ten coastal barangays. DENR-EMB Negros Island Region issued an interim cease-and-desist order on 27 October, the DENR filed complaints before the Bais City prosecutor, and the distillery remained suspended pending a Pollution Adjudication Board decision as of December 2025. A Silliman University survey presented on 7 July 2026 found 69 percent of surveyed corals recently dead, 4,494 to 6,000 hectares of waters affected and fish kills up to seven kilometres from the source, with a fishing ban still in place and fishers reporting continued discharge.
