Seawater discoloration and mass fish mortality in Panguil Bay prompted the Tubod, Lanao del Norte local government to convene an emergency meeting on 13 May 2026. On 16 May BFAR raised a red tide alert for the whole bay after laboratory tests confirmed heavy blooms of Gymnodinium and Pleurosigma plankton, and shellfish from Tangub City, Misamis Occidental tested positive for paralytic shellfish toxin. New fish kills were reported in the coastal towns of Baroy and Tubod at the end of May; BFAR Northern Mindanao director Edward Yasay said fish cages in the area may have contributed and advised the public not to eat dead fish or swim in discoloured water.
